This is the character "Little Enid" from Daniel Clowes' cult classic graphic novel  Ghost World which was adapted into an Academy Award nominated film of the same title.

Originally released in a smaller size in 2001 and now a sold out coveted item, she is making a powerful comeback in a bigger more dynamic larger size as "Bigger Little Enid!"
